Richard has 35 years of experience in specialized government and private sector security matters related to national and international port operations, counter-criminal and anti-smuggling actions, corporate supply chain security, crisis management, business continuity, and other interrelated specialties. Because of his early involvement with newly developed government projects, it became a natural extension for him to later progress into being considered a subject matter expert consultant and trainer. He also later gathered management and leadership experience that provided him with a natural pathway to integrate related material into his consultant and training assignments.
Because of Richard’s passion to volunteer and undertake numerous tasks during his 25 year career,
he was able to gather advanced knowledge in subjects related to security, investigations, intelligence crisis management, counter-terrorism, airport security, international training projects, global supply chain security, and international government and private sector partnership projects.
After leaving his agency in 2012 to retire, he naturally transitioned into private sector contractor positions and assignments as an investigator, consultant, and trainer:
As of 2020, he was hired as a non-intrusive muon inspection senior consultant and trainer at a global port of entry to perform duties related to consulting and training.
Academically, Richard originally focused his studies within the field of Engineering, but soon discovered that his true passion was within the fields of public safety and security, where his accomplishments include the academic achievement of One (1) state Police Academy, three (3) federal law enforcement academies, numerous advanced training sessions, and the recipient of over 70 high profile letters of recognition.
Throughout his career, Richard has factually instructed many several hundreds of courses that are inclusive of numerous assignments in the Middle East, Asia, Europe, and South America. Richard has also provided services for high-profile international oil and pipeline corporations, mining companies, hospitals, power plant providers, transportation firms, manufacturing companies, airports, security companies, pharmaceutical plants, ports of entry, maritime vessel operations, and foreign federal, civil, military, and police entities. Richard speaks both native level English and Spanish, and writes functional educated level Spanish.
Dan has 31 years of experience in supply chain analysis and security management and is an expert in AEO from a commercial trade and Customs perspective. He has an extensive background in Security Process Design and Administration. He has also collaborated with high access control organizations, such as the US Government, many global Customs Agencies, and various multinational companies across various vertical industries. He has played an active role in the development of Supply Chain Network and Procedural Security principles.
His career in international supply chain began at Lufthansa Cargo. Dan held positions in operations, finance and marketing as well as supply chain security. His area of expertise is working closely with commercial accounts to develop supply chain optimization initiatives that bridge the gap between upper management's financial goals in terms of asset efficiency & profitability, and operation's role in the effective execution of procedures that bring about sustained performance.
In October of 2001, Dan was selected to develop the Supply Chain Security Specialists (SCSS) curriculum for the US Customs Office of Field Operations. He helped develop and author the first AEO program in 2001 with US Customs and trained 100% of the SCSS officers, and later trained over 800 US CBP agents at the Office of Strategic Trade, Reg. Audit Division. He received a letter of commendation from US Customs for his efforts. Since 2001, has trained customs agents from many countries in Supply Chain Security methodologies, and has also conducted training at the Federal Air Marshal Center in Ft. Mitchell KY.
Dan is currently involved in numerous container security initiatives that improve anomalies by targeting and utilizing physical security protocols and internal controls that are coupled with vetted and reconciled digital data elements (distributed ledger technology) to verify supply chain integrity, make the border scalable, and increase supply chain productivity. Dan is also involved in the development of viable circular economy pilot programs to incrementally integrate sustainable concepts into the supply chain.
In addition to a traditional supply chain focus, Dan is also involved in integrating e-commerce supply chains into established AEO models to ensure borders remain scalable, secure and efficient. In addition to being fluent in four foreign languages, Italian, German, French and Spanish, Dan enjoys international travel, viticulture, photography and motorcycle riding.

William is a retired Federal Air Marshal with over 26 years of Law Enforcement Security, and Counter Terrorism experience. He started his career in law enforcement as a Police Officer in after his military tenure ended. He then transitioned his career to the Border Patrol, where he was a team member of the Special Operations Group (SOG) with the Special Response Team (SRT). As an SRT member, his priority missions were related to high-risk drug trafficking interdiction, Warrant service, Hostage Rescue, and Dignitary protection.
While serving as a US Federal Air Marshal, William was instrumental in helping to stand his field office after the 9/11 tragedy. He is a plank owner for the National Air Marshal Academy Train the Trainer program curriculum as the developer for Response Tactics and Firearms & Close Quarter Counter-measure methodologies. William is a federally certified instructor in all of the previously mentioned areas as well as in Active Shooter Tactics, Firearms instruction, Use of force, and behavioral recognition. As a Team Leader on hundreds of foreign global missions, he also regularly coordinating with local law enforcement and high ranking foreign government entities.
He also coordinated with foreign guard forces when working abroad in a high threat war zone country while protecting members of the intelligence community. Other international assignments are inclusive of traveling around the world for over 8 years training members of the US intelligence community for overseas high threat environment operations. As a certified licensed executive protection officer, he has also held numerous high profile executive protection assignments. William has also conducted numerous international intermittent trainer assignments for the State Department and Intelligence community.
William has been training in the martial arts for over 46 years, holds several high ranking black belts in various martial arts systems, fought as a professional international rules Kick-Boxer (ranked as high as #3 in the world), and fought for a world title. For over 25 years, William has shared his defensive tactics expertise by using his martial arts skills to train law enforcement, intelligence officers and counter terrorism operators.

I served in a senior leadership position with an agency specializing in special operations, intelligence, legislative and policy development. My accomplishments included being the primary agency representative to Congressional, executive department, foreign government and diplomatic entities. Through testimony and appearances, I established myself as an expert with practical and applied knowledge of strategic analysis, international trade, international travel, immigration, agriculture, and world economic issues related to trade.
I particularly excelled in transition management, executive communication, process improvement, data analysis and implementing of risk management principles. In my last position, I drafted the strategic directive to bring change and innovation into the targeting of high-risk persons, conveyances and commodities through advance information and intelligence. I have overseen the development of advanced algorithmic data filters that interface with existing targeting systems. These efforts were undertaken while merging some of the largest databases in the world, belonging to three agencies of the federal government.

I served as the acting Border Security Coordinator in the Laredo, Texas Field Office comprised of 2,000 agents at 10 locations holding 27 facilities. I coordinated all border enforcement and intelligence activities and special projects. I drafted policy and procedures and served as a field trainer for all second line managers. I held direct supervisory responsibilities over Targeting and Analysis, Trade Compliance and Facilitation, Immigration, Agriculture, Cargo Entry and Release, Summary Operations, Trade Risk Management, Enforcement, and Seizures and Penalties and Canine Enforcement. My primary effort included the creation of data driven predictive analytic targeting units to improve measured results. This highly successful model was adopted nationally.
Assistant Port Director - McAllen, Texas & Brownsville, Texas 1999-2006 US Customs Service/Department of Homeland Security, CBP
I served as the Assistant Port Director at the Hidalgo-Pharr and Brownsville Ports of Entry. I had primary oversight of approximately 235-350 employees conducting customs, immigration, agricultural and canine related anti-terrorism or enforcement functions. Externally, I was a key, regional representative for the Department of Homeland Security, Customs and Border Protection and routinely interacted with legislators, international dignitaries, national and local officials. I oversaw the Passenger Interview and Vehicle Inspection Training, Land Border Interdiction Training. In addition, I oversaw the International Border Inspection Training program which focused on counter proliferation training efforts, focused on training the border forces of former Soviet Union republics.
